Foreign PhD graduates invited by innovation entrepreneurship entities can apply for the “Confirmation Letter for Foreign High-end Talents”. After obtaining the letter, they can apply for a foreign talent visa (R) with a maximum validity period of 10 years (spouse and minor children can also apply for a visa for the same period).

Foreign PhD graduates are invited by universities, scientific research institutions, and high-tech enterprises in the Beijing area.

Support foreign talents who come to Beijing to start a business to apply for a work permit in China through the Technical Entrepreneurship Bases
During the start-up period, foreign talents can apply for work permits through Science and Technology Industrial Parks, Technical Entrepreneurship Bases, and other programs.
A: Scope of application
Foreign talents who start their businesses in business incubators such as:
– national-level technology business programs;
– university technology parks assigned by municipal-level authority;
– municipal-level technology business incubators recognized by the competent authority in Beijing.
B: Application conditions
I – Foreign talents who have settled in the entrepreneurial incubation program, and have not yet registered any company during this period.
II – Meet the conditions required in the “Notice on the Service Guide for Foreigners’ Work Permits to China (Interim)” ( [2017] No. 36).
C: How to apply
I – Applicant: The entrepreneurial incubation carrier bears full responsibility for the recommended foreign talents during the entrepreneurial period.
II – Application process: “Notice of Foreigner Work Permit” and “Foreigner Work Permit” can be applied according to the “Notice on the Full Implementation of the Work Permit System for Foreigners in China” ([2017] No. 40) and the “Notice on the Service Guide for Foreigners Work Permit to China (Interim)” ([2017] No. 36).
III – If the applicant is in China and holds a valid visa, and if the above conditions are met, the business incubator can directly apply for the “Foreigner Work Permit”. The files that at the time of application include an application form, passport, certificate of no criminal record, Physical examination certificate, certificate of incubation for foreign talents issued by the entrepreneurial carrier.
IV – Later management: The entrepreneurial incubator should go through various procedures such as the change, cancellation, and extension of the work permit on time according to the actual work situation of the foreigner, and assume the management responsibility for the foreign talent. Once a foreign talent registers and establishes a startup enterprise, he should reapply for a new work permit on time with the newly registered enterprise as the main body. Before the license expires, the entrepreneurial incubator should make relevant assessments and apply for extension or cancellation as needed. In principle, the license can only be extended once.
