Support For Foreigners Who Start Businesses in Beijing
Beijing will further support qualified foreigners to set up enterprises and enjoy national treatment.
According to news reports Beijing will carry out relevant reforms to improve the international talent flow. The market supervision department will further optimize the handling procedures of foreign-invested enterprises, facilitate market access, and improve the registration, taxation, social security, provident fund, bank account opening, and other start-up matters of market subjects including foreign-invested enterprises.
At the same time, Beijing will further support foreigners to establish enterprises with foreigners’ permanent residence identity cards and enjoy the national treatment. This year, Beijing has expanded the scope of fields and regions, simplified the registration materials for foreign talents to establish enterprises, and those registered with foreigners’ permanent residence ID cards do not need to submit notarization and certification documents.
Next, the market supervision bureau will further simplify the notarial documents and optimize the registration process for Hong Kong and Macao investors.
In September this year, the Beijing Municipal Bureau of market supervision and administration and other seven departments jointly issued the implementation opinions on supporting foreigners to use foreigners’ permanent residence cards to establish enterprises to enjoy the national treatment.
They issued implementation opinions on supporting foreigners to use foreigners’ permanent residence cards in science and technology services, digital economy and digital trade development, financial services, Internet information services, commerce, culture, and tourism services and establish enterprises in key areas of service industry such as health care services and professional services.
