How to Identify “High-quality and Top-notch” Foreign Talents?

[dropcap]T[/dropcap]he Department of Science and Technology of Hainan Province issued the Interim Measures to identify foreign “highly skilled and top-notch talents” in the Hainan free trade port (the measures).

 
Foreign “high-quality and top-notch talents” refer to foreign personnel who meet the identification standard of foreign “high-quality and top-notch talents” in the Hainan free trade port (trial implementation from 2020 to 2024). They come to Hainan to work, invest or start a business, give lectures, and engage in economic and trade activities.

According to the measures, for foreign talents with an annual income of 300.000 yuan or more (around 42.300 eur or more), the employer shall apply, and submit the work contract or the personal income tax payment certificate of the previous year through the“management and service system for foreigners coming to China”. Also, the employer should issue the confirmation after being reviewed by the provincial or Prefecture Level Municipal Science and Technology (foreign experts) department.
